Join Us in Our Vision to Expand the Reach of New Horizons Ministries

We are excited to announce our new expansion project in Canon City, which includes a 200-acre ministry campus. We’re inviting you to become a part of this Legacy Project—a chance to make a lasting impact for many generations.

This vision is more than a development project of a new campus, it represents a significant advancement in our capacity to reach more men, women, and children affected by prison.

The vision for this project began in 2018

In 2018 we began looking at several different factors that needed to be addressed as we determined how God was calling us to fulfill his mission in the future.

As we looked to the future and explored ways for the ministry to grow, the main barrier to that growth was having properties that are either too small or no longer code-compliant.

For years we dreamed about a centralized campus large enough to serve all the ministry needs of New Horizons. Youth dorms, staff housing, administrative offices and future ministry facilities were among the top needs discussed.

Summer 2018

We began researching potential property options and campus needs

March 2020

A long-term Legacy Project vision was published, including key projects such as developing the financial team, finding new State relationships, and purchasing a property.

January 2021

The search for a property begins.

July 2022

A decision was made to form a separate board to manage all properties and future expansion including the Legacy Project.

December 2023

A suitable property came on the market at a greatly reduced price, and we saw this as an opportunity to explore because of the acreage and its location.

January 2024

Closing on this property was scheduled for February 1st. However, because of a few environmental concerns, the closing was delayed and renegotiated for December 2024.

August 2024

Phase two environmental study begins to test the soil for contaminants. Planning began on project scope, timeline, and funding needs.

September 2024

Phase Two environmental study is in process. During this time, another property becomes available and the Haven Foundation starts to investigate that option.

November 2024

Phase Two environmental study is completed. Upon review of the results with the Haven Board, we decided not to move forward with this property. We are still pursuing The Abbey campus.

A Message from Arlynn Miller, Executive Director 

It is an honor to be a part of seeing the hand of God at work, lives change, and God’s provision in so many ways. God has brought so many people together to do this amazing work and I praise God for this.  

In 2018 we began looking at several different factors that needed to be strategized as we looked into the future for what God has been calling us to. One of those factors is a property that is needed for a growing ministry. For many years we longed for a centralized property large enough to serve the needs of New Horizons now, and into the future.  

To address this need we formed a separate board, and organization called the Haven Foundation whose responsibility is to provide guidance for all properties and facilities that New Horizons Ministries owns. And now it is incredible to see the opportunity of a property open in front of us in the last few months. 

 

The opportunity of an exciting property opened in front of us last year. New Horizons exist to “Break the Cycle of Generational Incarceration”. This property will support the growing ministry and open more opportunities to impact offenders and their families for Christ.  

My prayer has been and continues to be that God will lead, provide, and go before us in this process of potentially acquiring this property.

How will this new campus affect your programs?

Why not simply improve current properties?

While we appreciate our current facilities, many are rented, and some do not meet city code requirements. A new campus will allow us to build tailored spaces that meet our ministry's needs.

How long will this project take?

We expect to provide more clarity on the timeline soon, with potential construction continuing through 2035.

How much will it cost?

Currently, project costs are estimated between $20-$25 million, though final figures will depend on the completed project blueprint.

Who is managing this project?

The Board of Directors is selecting a team of individuals including a project manager, funding director, and foreman that will move this project forward through each phase.

A unified campus will enhance our efficiency, allowing us to expand our ministry programs and provide essential housing for our dedicated staff.

Our chaplains are trained and certified by the Department of Corrections and our Apprenticeship Program. Our financials are independently reviewed and certified by the ECFA and GuideStar. We are also certified by the State of Colorado as a Foster Child Placement Agency.
